The government has issued a circular regarding a new salary and allowance structure for public officials and employees. The circular was published on Saturday (September 19) afternoon by the Finance Division of the Ministry of Finance. This new directive has been named the ‘Service (Pay and Allowances) Order, 2026’.
According to the circular, the new pay structure is deemed effective from July 1 of the current year. However, its full implementation will occur in phases.
From July 1 to December 31 of the current year, officials in the 9th grade and above will receive 40% of their increased basic salary under the new structure. During the same period, officers and employees from the 10th to 20th grades will receive 50% of their increased basic salary. This amount will be added to the salary drawn or payable as of June 30.
Subsequently, from January 1 to June 30, 2027, in the second phase, officials in the 9th grade and above will receive 70% of the increased basic salary, while officers and employees from the 10th to 20th grades will receive 75%.
The full (100%) increased salary under the new pay structure will become effective from July 1, 2027. As the new pay structure is considered effective from July 1, 2026, officials and employees will also be entitled to arrears for the increased salary due from that date.
The circular also specifies the implementation timeline for various allowances under the new framework. It states that from January 1, 2028, public officials and employees will receive all other types of allowances in accordance with the new pay structure. Similarly, pensioners will also receive various benefits under the new pay structure.
Significant revisions have been made to the basic salaries of government employees in this new pay structure. The basic salary for officers from the 1st to 10th grade will increase by up to 100%. For officers and employees from the 11th to 20th grade, the basic salary will see an increase of up to 142%.
