Prime Minister Tarique Rahman will inaugurate the rehabilitation project (Phase 1) of the Muhuri-Kahua Flood Control, Drainage, and Irrigation Project in Parshuram upazila, Feni, on October 1.
The Prime Minister’s visit was previously scheduled for September 17 but was later postponed, with Wednesday, October 1, set as the new date.
The project, costing BDT 1,542 crore 16 lakh, was approved on June 16 at a meeting of the Executive Committee of the National Economic Council (ECNEC). The project includes re-excavation of rivers and reservoirs, rehabilitation of flood control embankments, riverbank protection, and renovation of irrigation infrastructure.
To review the preparations for the Prime Minister’s visit, State Minister for Water Resources Forhad Hossain Azad visited Feni on Monday (September 28) morning. During his visit, he inspected Kheyaghat in Parshuram upazila, areas along the Muhuri River, and the proposed public meeting venue.
According to district administration sources, the Prime Minister will inaugurate the project at Ghatghar area in Parshuram, on the banks of the Muhuri River. He will then address a public meeting there. Following this, the Prime Minister will visit Fulgazi and participate in several programs, including tree planting at Khaleda Zia Women’s College.
Additionally, the Prime Minister will inaugurate solar panels with a total capacity of 962.5 kilowatts installed in government offices across Parshuram, Fulgazi, and Chhagalnaiya upazilas. Afterwards, the Prime Minister will rest and offer prayers at the Fulgazi Zila Parishad Dak Bungalow.
From 3:00 PM to 3:20 PM, he is scheduled to participate in a program at Fulgazi Government Pilot High School field. In this program, organized jointly by three ministries, the Prime Minister will take part in activities related to family cards, allowances for Imams and priests, farmer cards, and assistance programs for underprivileged students and helpless people. He is also expected to meet with party leaders and activists, as well as representatives of civil society.
As a security measure, the event venues will be divided into three zones—Red, Yellow, and White. More than two thousand police personnel will be deployed in Parshuram and Fulgazi upazilas to ensure security.
District Commissioner Mohammad Mahabubul Karim shared this information at a meeting held at the District Commissioner’s conference room on Sunday (September 27), ahead of the Prime Minister’s visit to Feni.
Feni Additional District Commissioner (General) Mohammad Al Amin Sarkar stated that stringent security measures would be implemented for the Prime Minister’s visit. Alongside SSF, police, Special Response Battalion (SRB), Border Guard Bangladesh (BGB), Coast Guard, and other law enforcement agencies will be involved in security. However, he could not specify the total number of personnel to be deployed.
District Commissioner Mohammad Mahabubul Karim mentioned that individuals allowed into the Red Zone would be issued special security cards. Separate cards would be issued for the Yellow Zone, and only cardholders would be permitted entry there. The area outside the Red and Yellow Zones would be designated as the White Zone, where the general public could enter. According to the probable schedule, the Prime Minister will travel to Parshuram by road. However, his return journey has not yet been finalized.
Meanwhile, preparations for the Prime Minister’s visit are nearing completion. On-site observations show that preparations are underway for the public meeting venue on the banks of the Muhuri River in Ghatghar, Parshuram. Additionally, preparations for constructing a temporary helipad at Parshuram Pilot High School field are also in progress. Construction of the stage, inauguration plaque site, and other necessary infrastructure at the event venue is almost complete.
Arrangements are being made for providing safe drinking water for the attendees of the public meeting. The Department of Public Health Engineering is installing water tanks, portable toilets, and other sanitation facilities at the event venue. Cleanliness drives and other necessary preparatory works are also ongoing in and around the event area.
To ensure normal and safe road communication, the Roads and Highways Department is undertaking repair and renovation work on several important sections of the Feni-Parshuram main road. Additionally, necessary repair and preparatory work are being carried out around the public meeting venue on the Parshuram-Subar Bazar road. Beautification work is also ongoing at Fulgazi Government Pilot High School field and other important locations.
Local residents, meanwhile, hope that the government will take effective measures for permanent solutions to floods and river erosion, establishment of a medical college and public university in Feni, construction of an underpass at Lalpul, creation of employment opportunities, and development of communication and infrastructure in the district.
